Staff Bios

Aresha Davwa, Senior Analyst- Data Lead

Aresha Davwa is experienced in public policy analysis and research methods for social/public policy evaluation. Prior to joining the Analyst’s Office, Ms. Davwa conducted policy research, analysis, and evaluation in a variety of settings, including as a graduate student with the Texas Policy Lab, and as a member of Harris County Judge Lina Hidalgo’s policy team. Ms. Davwa received her undergraduate degree in Economics from Southwestern University and her master’s degree in Social Policy Evaluation from Rice University.

Laila Elimam, Senior Analyst- Research Lead

Laila Elimam joined the Analyst’s Office in January 2021. Over the past decade, Ms. Elimam worked in academia, the nonprofit sector, and international development, both in the United States and abroad. Ms. Elimam holds a Master of Public Policy from the University of California, Los Angeles Luskin School of Public Affairs, and an undergraduate degree in Political Science from the American University in Cairo.

William Janowski, Interim Director

Will Janowski comes to the Analyst’s Office following work in Congress, the Texas Legislature, political think tanks in Austin, and the British Consulate-General Houston. A native Houstonian, Mr. Janowski has a Bachelor of Science in Political Science from the University of Houston and two master’s degrees, Master of Arts in Global Affairs from Rice University and a Master of Science in Public Policy from the University of Houston.

Jess Mahana, Analyst

Jess Mahana comes to the Analyst’s Office with nearly a decade of service in local government. Most recently, Ms. Mahana was a member of the Environmental Public Health team for Harris County. Ms. Mahana’s experience ranges from acting as the COVID-19 Response Program Strike Team Leader for Harris County’s response efforts to designing an immersive adult ESL curriculum for the City of Houston, known as the Living English Lessons. Ms. Mahana received her Bachelor’s degree from Sam Houston State University and also holds a certification in teaching adult learners from the University of Cambridge.

Ramin Naderi, Analyst

Ramin Naderi joined the Analyst’s Office in December 2020. Mr. Naderi has nearly a decade of experience conducting policy analysis in the public, private, and nonprofits sectors, including legislative work in Washington, DC. A long-term Houstonian, he received his undergraduate degree from the University of Texas at Austin and a master’s degree from the Elliott School of International Affairs at the George Washington University.

Rochelle Ramnarine, Senior Administrative Coordinator

Rochelle Ramnarine comes to the Analyst’s Office with nine years of public administration experience with the City of New York’s Human Resources Administration. Ms. Ramnarine’s experience with the City of New York includes work in social services case management and more recently, serving in the position of Assistant to the Deputy Commissioner of Human Resources Administration. Ms. Ramnarine is a graduate of New York’s St. John’s University and an active member of the community.
