Staff Bios

Laila Elimam, Analyst
Laila Elimam joined the Analyst’s Office in January 2021. Over the past decade, Ms. Elimam worked in academia, the nonprofit sector, and international development, both in the United States and abroad. Ms. Elimam holds a Master of Public Policy from the University of California, Los Angeles Luskin School of Public Affairs, and an undergraduate degree in Political Science from the American University in Cairo.

William Janowski, Analyst
Will Janowski comes to the Analyst’s Office following work in Congress, the Texas Legislature, political think-tanks in Austin, and the British Consulate-General Houston. A native Houstonian, Mr. Janowski has a Bachelor of Science in Political Science from the University of Houston and two master’s degrees, Master of Arts in Global Affairs from Rice University and a Master of Science in Public Policy from the University of Houston.

Candice Johnson, Analyst
Candice Johnson joins the Analyst’s Office with a Master’s in Public Administration and nearly a decade of experience developing and implementing fiscal, regulatory, and government relations strategies and initiatives. Ms. Johnson is a Lean Six Sigma Greenbelt and a five-time GFOA Distinguished Budget Award Winner. Ms. Johnson is also an active member of the community, which includes serving as President of Gamma Sigma Sigma, a national community service organization. 

Ramin Naderi, Analyst
Ramin Naderi joined the Analyst’s Office in December 2020. Mr. Naderi has nearly a decade of experience conducting policy analysis in the public, private, and nonprofits sectors, including legislative work in Washington, DC. A long-term Houstonian, he received his undergraduate degree from the University of Texas at Austin and a master’s degree from the Elliott School of International Affairs at the George Washington University.

Rochelle Ramnarine, Administrative Assistant
Rochelle Ramnarine comes to the Analyst’s Office with nine years of public administration experience with the City of New York’s Human Resources Administration. Ms. Ramnarine’s experience with the City of New York includes work in social services case management and more recently, serving in the position of Assistant to the Deputy Commissioner of Human Resources Administration. Ms. Ramnarine is a graduate of New York’s St. John’s University and an active member of the community.

Amy Rose, Senior Analyst
Amy Rose joined the Analyst’s Office in March 2020. Ms. Rose received her bachelor's degree in political science from the University of California, Berkeley, and completed her master’s degree in public policy and administration at Northwestern University. Ms. Rose has worked in various government and nonprofit institutions at the local, state, and federal levels. Before joining the Analyst’s Office, Ms. Rose served as an analyst for the California Budget and Policy Center in Sacramento, California.

Katie Short, Director
Katie Short joined the Analyst’s Office as the Director in October 2019. Prior to joining the Analyst’s Office, Ms. Short held posts in the private, public, and nonprofit sectors, including with the Brookings Institution, a Washington, DC-based nonpartisan policy think tank, and most recently, with the Office of Harris County Precinct One Commissioner Rodney Ellis. Ms. Short is a graduate of the University of Texas at Austin and of the University of California, Berkeley’s Goldman School of Public Policy.

Amber Weed, Chief of Staff and Policy Director
Amber Weed joined the Analyst's Office in April 2020. Amber received her Bachelor's of Science degree from the University of Tennessee -Knoxville and her Master's of Public Health from the University of Texas Health Science Center - Houston. Ms. Weed has held posts with various governmental and health care organizations prior to joining the Analyst's Office.  Most recently, Ms. Weed worked as a Senior Policy Advisor with Harris County Commissioner Rodney Ellis.
